Thanks for your comment and let me share my thoughts about the search partner network.
I usually include Google search partners to wider exposure for my ads. It is useful if you advertise under the keywords with a relatively low volume per month (my case with B2B services).
However, there is a lack of control on search partners and you are not able to see the exact ad placements either. It looks like a blind advertisement sometimes. But I would not suggest to eliminate them because of the lack of control. Test if they contribute to your goals first.
